ServiceNow Licensing: Fulfiller, Requester and Role Optimization

How ServiceNow user licensing works, the difference between fulfiller, approver and requester roles, and how to stop paying fulfiller prices for occasional users.

ServiceNow licensing is largely driven by roles. The people who work on records, the fulfillers, are the expensive licenses. The people who submit requests, the requesters, generally do not need a paid license. In between sit approvers and business stakeholders. The most common source of waste is giving fulfiller roles to people who only occasionally view or approve work.

Roles are often granted for a project or a temporary task and never removed. Managers get fulfiller roles to view dashboards. Groups inherit roles they no longer need.

  1. List users with licensable roles

    And their activity over the last 90 days.

  2. Classify actual behavior

    Did they create or update records, or only view and approve?

  3. Reassign roles

    Match roles to behavior, with notice to users and their managers.

  4. Prevent recurrence

    Review group role assignments quarterly, and stop copying roles from colleagues.
